The chief article to which the Allies objected was the concession of Spain to Philip; and they were the more resolute because it had become imminently necessary from changes that had now taken place in France. The Dauphin had died of the smallpox during the last year. The title had been conferred on his son, the Duke of Burgundy; but the Duke of Burgundy had just expired, too, in the sixth year of his age; and of the Dauphin's children there only now remained the Duke of Anjou, a sickly child of two years old. This child was the only remaining obstacle to Philip, the King of Spain, mounting the throne of France. The danger was so obvious of the union of France and Spain in a very few years—to prevent which had been the object of the war—that the English Government was compelled to demand from Philip a distinct renunciation of all claims on the French Crown, and from France as distinct a one in the treaty that any such claim should be resisted. St. John entered into a correspondence with De Torcy, the French minister, on this point; and the answers of De Torcy must have shown the English Government how useless it was to attempt to bind Frenchmen on such matters. He replied that any renunciation on the part of Philip or any French prince would be utterly null and void according to the laws; that on the king's death the next heir male of the royal blood succeeded, independently of any disposition or restriction of the late king, or any will of the people, or of himself, even; that he was, by the laws of France, sovereign by right of succession, and must be so, in spite of any circumstances to the contrary; that neither himself, the throne, nor the people had anything to do with it, but to obey the constitution. Therefore, even if Philip did bind himself to renounce the Crown of France, should the present Dauphin die, he would be king, independently of any circumstances whatever. Another expedient, however, was proposed by the English ministry, who must have seen clearly enough the folly of their treating on such hollow ground. That was, if Philip did not like to renounce the Crown of France, he should at once quit the throne of Spain, and agree that the Duke of Savoy should take it and the Indies, surrendering his own territories to Philip, to which should be added Naples, Sicily, Montserrat, and Mantua, all of which, whenever Philip succeeded to the French Crown, should be annexed to France, with the exception of Sicily, which should be made over to Austria. Louis XIV. professed to be delighted with this arrangement, but Philip would not listen to it, showing plainly that he meant, notwithstanding any renunciation, to retain his claim to both France and Spain. [See larger version] Great meetings were held in various towns and counties to condemn the whole proceedings, and addresses were sent up and presented to the Prince Regent which were, in fact, censures of his own conduct, and were not, therefore, received in a becoming manner. To one from the Common Council of London he replied that he received it with regret, and that those who drew it up knew little or nothing of the circumstances which preceded or attended the Manchester meeting. The fact was, that they knew these a great deal better than he did. Similar addresses were sent up from Westminster, York, Norwich, Bristol, Liverpool, Birmingham, Leeds, Sheffield, and many other towns. A meeting of the county of York was calculated at twenty thousand persons, and amongst them was the Earl Fitzwilliam, Lord-Lieutenant of the West Riding, who had also signed the requisition to the high-sheriff. For this conduct he was summarily dismissed from his lord-lieutenancy. Scarcely less offence was given by the Duke of Hamilton, Lord-Lieutenant of the county of Lanark, who sent a subscription of fifty pounds to the committee for the relief of the Manchester sufferers, expressing, at the same time, his severe censure of the outrage committed on the 16th of August. Of course, the Ministerial party in town and country did all in their power to counteract this strong and general expression of disapprobation. In Scotland and the North of England the squirearchy got up associations for raising troops of yeomanry, as in direct approval of the savage conduct of the Manchester Yeomanry. In the immediate neighbourhood of the scene of outrage the conflict of opinion between the two parties ran high. Numbers of the Manchester Yeomanry were indicted for cutting and maiming in St. Peter's Field, with intent to kill; but these bills were thrown out by the grand jury at the Lancaster assizes. An inquest at Oldham, on the body of one of the men killed, was also the scene of a fierce and regular conflict for nine days, that was put an end to by an order from the Court of King's Bench. But even men who were accustomed to support Ministers generally were startled by their conduct on this occasion. Mr. Ward, afterwards Lord Dudley and Ward, in one of his letters written from Paris at the time, but not published till a later date, says:—"What do reasonable people think of the Manchester business? I am inclined to suspect that the magistrates were in too great a hurry, and that their loyal zeal, and the nova gloria in armis tempted the yeomanry to too liberal a use of the sabre—in short, that their conduct has given some colour of reason to the complaints and anger of the Jacobins. The approbation of Government was probably given as the supposed price of support from the Tories in that part of the country." On the 10th of April, when Mr. Canning kissed hands as First Lord of the Treasury and Chancellor of the Exchequer, he found himself deserted by the Duke of Wellington, Lord Eldon, Mr. Peel, Lords Bathurst, Melville, and Westmoreland. The members of the Cabinet who finally adhered to him were Lord Harrowby, Mr. Huskisson, Mr. Wynne, and Mr. Robinson, afterwards Lord Goderich, who had become Secretary of the Colonial Department, with the lead of the Government in the House of Lords. Having received the resignations, and presented them to the king, Mr. Canning said:—"Here, sire, is that which disables me from executing the orders I have received from you respecting the formation of a new Administration. It is now open to your Majesty to adopt a new course; for no step has yet been taken in the execution of those orders that is irrecoverable." He added, that if he was to go on, his writ must be moved for that day, which was the last before the Easter recess. The king at once gave him his hand to kiss, and confirmed the appointment. Two hours afterwards the House was ringing with acclamations while Mr. Wynne was moving that a new writ be issued for the borough of Newport in consequence of the Right Honourable George Canning having accepted the office of First Lord of the Treasury. This was a result which Lord Eldon did not anticipate. He evidently expected that Canning would be foiled in his attempt to form a Ministry. He wrote, "Who could have thought it? I guess that I, Wellington, Peel, Bathurst, Westmoreland, and C. will be out." Again he says, "The whole conversation in town is made up of abusive, bitterly abusive, talk of people about each other—all fire and flame. I have known nothing like it." Elsewhere he remarks, "I think political enmity runs higher and waxes warmer than I ever knew it." But now all is changed: natural phenomena have been explained as being but the operation of regular laws; so has mechanical manipulation been explained as consisting in the application of general principles, not yet fully understood, but far enough, so that the apprentice may with a substantial education, good reasoning powers, and determined effort, force his way where once it had to be begged. The amount of special knowledge in mechanical manipulation, that which is irregular and modified by special conditions, is continually growing less as generalisation and improvement go on. In planing and turning, the tools require no exact form; they can be roughly made, except the edge, and even this, in most cases, is shaped by the eye. Such tools are maintained at a trifling expense, and the destruction of an edge is a matter of no consequence. The form, temper, and strength can be continually adapted to the varying conditions of the work and the hardness of material. The line of division between planing and milling is fixed by two circumstances—the hardness and uniformity of the material to be cut, and the importance of duplication. Brass, clean iron, soft steel, or any homogeneous metal not hard enough to cause risk to the tools, can be milled at less expense than planed, provided there is enough work of a uniform character to justify the expense of milling tools. Cutting the teeth of wheels is an example where milling is profitable, but not to the extent generally supposed. In the manufacture of small arms, sewing machines, clocks, and especially watches, where there is a constant and exact duplication of parts, milling is indispensable.
